Why is benzoic acid less reactive to electrophiles than benzene?

Groups attached to the benzene ring have electron-withdrawing or electron-donating properties. The COOH group is electron-withdrawing, thus decreasing the electron availibility in the ring. This decreases its reactivity towards electrophiles.
