Can urea and propan-1-ol form a hydrogen bond?

Yes, both have the necessary conditions for hydrogen bonding – the highly polarised hydrogen atom and the oxygen atom (propan-1-ol) and the nitrogen atoms (urea). However, whether this means that urea dissolves in propan-1-ol is open to question.
 
Generally hydrogen bonding involves three atoms:
X-H---Y
where X and Y can be any of the three highly electronegative elements, oxygen, nitrogen or fluorine.
