Chlorine is a highly toxic, dense gas - it was used as a battlefield weapon in the 1st World War!
As chlorine is heavier than air (about twice as dense), it sinks to ground level and therefore spreads, rather than being quickly dispersed into the atmosphere as hydrogen, for instance, would be.
